Do all people on a car loan have to be on the title and registration?

No. Co-signers are only responsible to make payments if the primary person defaults on the loan. Most are smart enough to demand to be put on the title so they can at least claim the car if they have to pay for it, but it isn't required they be there.

Any borrower is going to be listed on the registration regardlessly due to collateral and loss preventions. You can not personally ammend this unless their is no lein on the vehicle anymore. Meaning you paid it off, or you refinanced the vehicle with different borrowers on the loan.
